Using a jumper wire, i can ground the spring loaded contact behind the steering wheel and the horn honks. The center of my steering column isn't grounded. how is this even possible?

Well the steering column IS grounded. Maybe the little brass or bronze contact above the spring is worn to the point that it no longer makes contact thru the horn button.

There I'd a part called a cross strap at the steering coupler that grounds the steering shaft.

luvrv8 had the answer nailed! i had rust built up in the coupler disc and the little spring that lives inside it. took it apart, removed the rust, re-assembled, and now the steering column is grounded and the tiny horn honks. thanks guys!
