I can use some help on this one . I am running a stock (Hitachi) carb . I am trying to get a smog (4) to be exact and fails every time , Is having a HIGH hydro carbon reading . Nu cat , rebuilt carb , O2 sensor , adjusted the valves , running Hotter plugs and a accel street performer coil . And , of course , the oil & filter . Is there something I am MISSING ? I still can't make any air/fuel adjustments also . I was told by the CALIFORNIA Referee it is acting as though it is dumping Fuel straight thru the carb . Could it be this is possibly a Federal model ? I do not know how to read the V.I.N code so as to find more info . Can anyone give me some tip / ideas on this ? Once I get control of air/fuel mix , I'll have it . :?

If the stickers are still under the hood they will say if it's CA or Fed. You don't say what year your truck it is, but through 1980 Only CA trucks had catalytic converters.
Make sure the float level is correct.
There should be an idle mixture adjustment screw, but sometimes the head is epoxied over to avoid tampering, drill out the epoxy.
The attached is for an '80.

Who rebuilt the Carb? I have yet to see a rebuilt stock carb pass CA emissions.
