Personally I'd have to deduct quite a bit for that awful paint. When I sold my 79 4x4 with a few nice upgrades (header, etc) I had a lot of trouble getting $1200 for it. So I'd say unless this one is really really nice inside and under the hood, I wouldn't expect it to bring much more than $900-$1000 if that. I wouldn't pay even that for it, but I really don't like that paint and I'd be knocking it for parts and time to make it not ugly.

As for the MPG, 4x4 with a 4Spd should run about 20ish, a bit less for all around town driving and a bit more for all highway. If he's claiming more than 25MPG, I'd be skeptical. If its tuned perfectly and you drive it nice you can get up towards 30mpg but its not typical in my experience.
