i found this on the bay and i really need a new carb so why not upgrade, and get it cheaper than a holley. so help!!

major break through today i found that my carb isn't getting power threw to the electric choke and the "idle silinode" so i shot power to the right wire off the carb when you into the plug of the carb so do both of these wires have a full 12 volts al the time when the key is on or what? i looked at the wiring in the info section, but i'm not sure don't have but 2 carbs left to break!
