I was wondering if anyone knew if it is possible if you can pull the timing cover and put it back on without having to drop down the oil pan on a small block chevy. I have heard some people say that you can clip the little tabs behind the seal on the side and should be able to slide it in.

Yes, you can pull the timing cover without dropping the pan. Done it many times myself. Don't forget to remove the two 5/16 pan bolts. Also, you should use a little RTV where the two seal tabs are. I can't remember if I had to cut those tabs off or not.
