Looks like a 1" block with a 3" on top of it to me, you can see it reflected in the leaf spring also. The only thing I would do to that truck is take those tacky chrome bowties out of the fenderwells.

As for the z-rack, I would bet his local lowrider shop made it, I had one designed for my truck back in the day, side to side and dump but just stuck with the side tilt, didnt want to cut my truck up that bad.

Thats one sweet Luv, but why fit lowering blocks? A better and much cleaner looking option would have been to fit re-arched leaf springs.
